| Clarification | The amendment is only the addition of an item under debts in Section C of the D-2. The Treasurer was given to believe that any transaction, be it receipt, expenditure, or loan, prior to the filing of the D-1 was not included in the D-1 quarterly reports. The candidate deposited $2,000 into the committee bank account to start paying for campaign items at the very beginning when the account was first opened. Candidate decided to classify this as a loan and not a contribution to her campaign. This took place before the filing of the D-1 on 10/18/2018. At the time the D-1 was filed, the funds available amount was $824.92. The D-1 for this committee was filed prior to when it was necessary to file to ensure that we did not risk missing the filing deadline.If there is any money remaining in the committee fund after the election, it will be used to repay all or part of this initial $2,000 loan. If there is no money left, the debt will be forgiven. During a recent conversation with a very helpful person in Campaign Disclosure at the Illinois State Board of Elections, it was recommended that I list the $2,000 under Section C in the D-2 for 4/1/2018 - 6/30/2018 and moving forward. I had consulted with individuals in Campaign Disclosure to clarify reporting requirements after reading the campaign disclosure statute and guide regarding all the information necessary to include on the first D-2 I had to file. I was told that reporting requirements for any transaction began the date the D-1 was filed. The advice I received did not include to list the $2,000 amount loaned to the committee prior to filing of the D-1. This was a misunderstanding that has been corrected and will the loan will be listed under debts in future D-2 filings. |
