Clarification	Did not file within filing dates (3/3/03 to 3/17/03) because election for the 12th Ward City of Chicago was prematurely decided. After the 2/25/03 election a run-off between George Cardenas and Ray Frias was set for 4/1/03. However Mr. Frias unexpectedly withdrew from the election leaving Mr. Cardenas as the sole candidate. Subsequently the State Board of Elections in its wisdom decided it NOT prudent use of taxpayer dollars to hold a one man election and as a result declared Mr. Cardenas the winner. Therefore as Mr. Cardenas was no longer to participate in the 4/1/03 election the commitee erroneously believed it no longer fell within the disclosure calendar for the 4/1/03. It was later made aware that a D-2 form (Non-participation report) was required to be filed in the absence of the required pre-elction report. This D2 is our filing of the non-participation report for the 4/1/03 election.
